According to the project page, the three main objectives are:
* Analyse and facilitate the adoption of standards and specifications
* Make educational resources like content, learning outcomes, teaching methods and learning designs accessible via the Open ICOPER Content Space
* Validate standards and specifications and condense them into the [http://www.icoper.org/results/reference-model ICOPER Reference Model (IRM)]

ICOPER integrates various known standards such [[IMS Learning Design]], [[IMS Question and Test Interoperability|IMS-QTI]], [[Learning Object Metadata Standard|LOM]] and some lesser known ones like PALO.

It then provides many [[BPMN]] models that describe various whole scale "scenarios" (this must be explained ....)
